January 15, 2023 Payroll Compliance Updates

  • Arizona Increases the Unemployment Taxable Wage Base to $8000, up from $7,000.
  • Illinois Increases Unemployment Taxable Wage Base to $13,271, up from $12,960.
  • Illinois Increases the Value of a State Allowance to $2,625, up from $2,425.
  • Michigan Increases the Value of a State Allowance to $5,400, up from $5,000.
  • Minnesota Increases the Value of a State Allowance to $4,800, up from $4,450, and Adjusts Withholding Table Brackets.
  • Mississippi Adjusts Withholding Table Brackets and goes to a Flat 5% Tax Rate.
  • North Dakota Adjusts Withholding Table Brackets. Rates remain the same.
  • Oregon Adjusts Withholding Tables.
  • Pennsylvania Increases the Unemployment Tax Rate to 0.07%, up from 0.06%.
  • Rhode Island increased the annual wage threshold above which the value of a state allowance is zero to $260,550, up from $241,850.

 

 

January 1, 2023 Payroll Compliance Updates

  • Federal Income Withholding Bracket Amounts have been adjusted. Rates remain the same.
  • Federal Social Security Taxable Wage Base Increases to $160,200.
  • Alaska Increases Unemployment Insurance Taxable Wage Base to $47,100 and Decreases Tax Rate for Employees to 0.51%.
  • Arkansas Decreases Unemployment Insurance Taxable Wage Base to $7,000.
  • California adjusted the Annual Standard Deduction to $5,202 or $10,404, up from $4,803 or $9,606, depending on the employee’s filing status.
  • California Increases State Disability Taxable Wage Base to $153,164 and Decreased the Tax Rate to 0.9%.
  • Colorado Increases Unemployment-Insurance Taxable Wage Base to $20,400.
  • Colorado Joins Other States in Paid Family and Medical Leave Plan- Taxable Wage Base will use the Social Security Wage Base which will be $160,200.
  • Colorado Adjusts Withholding Rate down to 4.4% and Adjusts Standard Amounts to $9,000 for Married/Widower filing status and $4,500 for all other filing statuses.
  • Connecticut Increases Family-Leave Insurance Taxable Wage base to $160,200.
  • Hawaii Increases Unemployment Insurance Taxable Wage Base to $56,700.
  • Idaho Increases Unemployment Insurance Taxable Wage Base to $49,900.
  • Indiana Decreases Flat Income Tax Rate to 3.15% and Adjusts Three County Tax Rates: Greene County, to 2.15%, Montgomery County, to 2.65% and Perry County, to 1.4%.
  • Iowa Increases Unemployment Insurance Taxable Wage Base to $36,100.
  • Iowa Adjusts Withholding Tables and Formulas, decreasing the number of brackets from nine to four, with rates ranging from 4.4% to 6%. The formula’s standard deductions increased, to $13,850 or $27,700 annually, up from $2,210 or $5,450.
  • Kentucky Increases Unemployment Insurance Taxable Wage Base to $11,100.
  • Maine Adjusts Withholding Methods: State Allowance Increased to $4,700. Adjustments to Standard Deduction and Formula were made.
  • Maryland Changes Tax Rates for 6 Counties: Anne Arundel County and Frederick County introduced graduated tax brackets. Four Counties lowered their tax rates: Allegany County to 3.03%, Cecil County to 2.8%, St. Mary’s County to 3%, and Washington County to 2.95%.
  • Massachusetts Increases Unemployment Insurance Taxable Wage Base to $160,200.
  • Minnesota Increases Unemployment Insurance Taxable Wage Base to $40,000.
  • Missouri Reduces Top Rate for Income Tax to 4.95% and eliminates the lowest tax bracket, allowing taxpayers to earn their first $1,000 tax-free.

  • Minnesota withholding methods have been updated to incorporate an income tax rate decrease for the second lowest of the state's four income tax rates to 6.8%. The brackets have also been adjusted.

  • Philadelphia - Employers in Philadelphia are to implement reduced withholding of its wage tax from workers in the city starting July 1, 2018 with new rates for residents and non-residents who work in the city.
  • Federal Supplemental Wage rate was reduced from 25% to 22%.

May 31, 2018 - AccountEdge Pro r22.0.9

  • Idaho - New updated withholding tables and rates to reflect the new Child Tax Credit has been implemented with a new Allowance of $2,960. The Idaho State Tax Commission strongly recommends all employees update their W-4s.
  • Kentucky - KY has removed the graduated tax rate and is going to a flat tax rate of 5% for all wages.
  • Oregon - A new Oregon Transit Tax has been introduced and will be added to each employee with a residence code of Oregon or work in Oregon.
  • Utah - UT has changed from a flat 5% tax to a tables with new rates for Single and Married. An Allowance is set at $4050.

March 7, 2018 - AccountEdge Pro 22.0.6

  • Pennsylvania has a new local tax of 1.325.
  • North Dakota has updated their allowance to $4150 (previously $4050) and also updated their tables.

  • Federal - All new 2018 withholding tables and new rates for the Tax Cuts and Jobs Act.
  • Federal - Annual withholding allowance for 2018 has changed to $4,150.
  • Mississippi - Updated withholding tables including a new bracket.
  • Oregon - New withholding tables, changes to standard deductions, Federal tax phase out is set as $6,650 and allowances are now $201.

The IRS is expected to deliver official federal withholding tables sometime in January requiring employers to begin rolling them out in early February.

For those customers enrolled in Payroll Tax Service, this update includes payroll changes for California, Indiana, New York, Pennsylvania and Washington.

  • CA DI withholding rate has increased from .9% to 1%. The taxable wage limit is $114,967 with a maximum of $1,149.67 to be withheld.
  • IN has twelve counties that have income tax rate changes for 2018.
  • NY SUI wage base changed from $10,900 to $11,100.
  • PA SUI Employee rate changes to .06% for 2018.
  • PA SUI Employer expense wage base is changing from $9750 to $10,000.
  • WA SUI wage base is changing from $45,000 to $47,300.

This update includes the following state payroll changes:

  • Connecticut – Connecticut has issued new wage-bracket and percentage method withholding tables. The tables must be implemented by August 31, 2015.
  • Idaho – The Idaho State Tax Commission has released new wage-bracket and percentage method withholding tables effective January 1, 2015. Employers are advised to implement the tables as soon as possible. Employers do not have to adjust the withholding for the months prior to receiving the revised tables.

 

August 7, 2015 - AccountEdge Pro r19.0.11

This update includes the following state payroll changes:

  • Kentucky – Local - The City of Owensboro, Kentucky increased the Occupational License Fee from 1.33% to 1.39% effective July 1, 2015.
  • Michigan – SUI - Michigan has lowered the SUI wage base retroactive to July 1 to $9000, previously $9500. Ohio - Updated wage tables and rates have been added.

 

July 1, 2015 - AccountEdge Pro r19.0.7

This update includes the following state payroll changes:

  • Philadelphia - Wage tax rates have changed. The resident rate has decreased to 3.9102%. The nonresident rate has decreased to 3.4828%.
  • North Dakota - Tax rates have changed and the withholding allowance changed from $3,950 to $4,000.
  • California - Although not a payroll tax change, California enacted a new sick pay law that requires employers to offer paid sick leave. In response, we added a product feature to AccountEdge 2015 to give the ability to set a limit to accrued time. This way, you can support the new law by tracking required sick time and automatically capping it at its minimum, or higher.
  • Payroll expense categories now allow for a dollar amount per hour similar to how deductions can be set up. This for example can be used for Oregon's WFB Assessment.

 

June 1, 2015 - AccountEdge Pro r19.0.6

This update includes the following state payroll changes:

  • New York - NYC - Base deductions are now $5000 for Single and $5500 for Married. Tax tables have also been updated to include changes to Base Tax on the highest brackets.
  • South Dakota - SUI - SUI wage base has been raised to $15,000.
